this also works if you place a flat hard object over the water, like a piece of glass, the surface tension seeks a balance. The reverse causes a vacuum.

what is happening is the water is being drawn up into the cup, the inside of the cup has a different pressure than the water. To do this trick put water on a flat surface and place a cup squarely over the water the cup will act like a bubble on the water as the water moves up into the cup changing the pressure it will cause the cup to slide, in a random direction.

Very good guess, it does involve water. The counter top is very level so water just sits up on it without running off. Next clue: balance of pressure
