The document also seeks to map out China's economic policy for the coming years.<br /> <br /> The law currently restricts most couples to one child, with one of the exceptions allowing a second if both parents are only children. Others exempted include ethnic minorities and farmers whose first child is a girl.<br /> <br /> The Chinese government credits the one-child policy introduced in 1980 with preventing hundreds of millions of births and helping lift countless families out of poverty. But the strict limits have led to forced abortions and sterilisations, even though such measures are illegal. Couples who flout the rules face hefty fines, seizure of their property and loss of their jobs.<br /> <br /> Critics also argue that it has contributed to the gender imbalance in China, where sex-specific abortions remain common. Almost 118 boys were born for every 100 girls in 2012, and female infanticide and the abandoning of baby girls have also been reported.<br /> <br /> "The birth policy will be adjusted and improved step by step to promote 'long-term balanced development of the population in China'," Xinhua news agency reported, citing the party decision.<br /> <br /> Last year, a government think tank urged China's leaders to start phasing out the policy and allow two children for every family by 2015, saying the country had paid a "huge political and social cost."<br /> <br /> The China Development Research Foundation said the policy had resulted in social conflict, high administrative costs and led indirectly to a long-term gender imbalance because of illegal abortions of female fetuses and the infanticide of baby girls by parents who cling to a traditional preference for a son.<br /> <br /> The labour camp or "re-education through labor" system was established to punish early critics of the Communist Party but now is used by local officials to deal with people challenging the party’s authority on issues including land rights and corruption.<br /> <br /> Pu Zhiqiang, a prominent Beijing lawyer who has represented several former labor camp detainees in seeking compensation, welcomed the abolition of the extra-legal system.<br /> <br /> "There have been many methods used recently by this government that are against the rule of law, and do not respect human rights, or freedom of speech, but by abolishing the labor camps ... it makes it much harder for the police to put these people they clamp down on into labor camps," Pu said. Bei Bei has been featured as an instrumentalist and composer at venues including Knitting Factory Hollywood, Ford Amphitheater, Barclay Theater in Irvine, Illinois Wesleyan University, Gustavus Adolphus College, and National Arts Center (Ottawa, Canada). As a studio musician, she recorded for the hit Sci-fi Channel series “Battlestar Galactica”. As a composer, she composed and recorded for China Central TV documentary series “Dun Huang”. She released her debut album “Quiet your mind and listen” in 2006. Her collaborative album “Heart of China” with Richard Horowtiz was released by Killer Tracks in 2008. Her dance music works include “Dancing Dream” which was premiered at the Asian American Children’s Dance Festival in 2007. Bei Bei was the member of the Orchid Ensemble from 2008 to 2009 and the group toured through United States and Canada. She is the director of Lotus Bud Gu Zheng Studio in Orange County, CA, where she teaches students to play and perform. Bei Bei’s new collaborative album “Into the Wind” with U.K. based multi-instrumentalist/producer Shawn Lee will be released through Ubiquity Records on Jan 26, 2010.
