Congress is mostly composed of lawyers. They need a president and vice president who are able to do more than keep track of whether a new bill will cost or earn them a favor. The president and vice president must be capable of arguing points of law with other members of our government. This ability will provide the synergy of purpose put into government by the framers.
By now it has been demonstrated (ad commune nocumentum) that a president and vice president who are not legally versed by credential in the law, will fail to use it to it's best purpose.
War is the gambit employed most by legally challenged (inept) presidencies.
Barack Obama and Joe Biden will now provide this sorely needed over-site. New and current legislation will again be evaluated on the basis of it being finely crafted by the legislature, or it will be sent back so that it may be improved on points of law.

"Consuetudo contra rationem introducta, potius userpatio quam consuetudo appelari debit."

"A custom introduced which is contrary to reason ought rather to be called usurpation than a custom."
