You might want to sign up at www.meetup.com for atheist meetups. I looked and there are 12 people on a waiting list in your area (Las Cruces to El Paso). It's a 'waiting list' right now because no one has started an atheist group there yet, but you can start one! It's free to be a member but if you start a meetup group the cost is 19.99/mo to keep the group up and running. You can get the other members to chip in a few dollars a month so you don't have to pay it all yourself. For right now, I guess Odessa/Midland is the farthest west atheist group. :(
