It's a Blue Man. From the Blue Man Group. (Actually it's a wax figure of one of the Blue Men, taken while I was in Vegas on a trip.) The group is really cool, though I recommend seeing them in NYC or Vegas or L.A., rather than on the road.

There are a ton of videos of them on YouTube, in case you're interested.
