Ummm ... the ionosphere doesn't reflect radar, not all frequencies, anyway ... or early radar experiments would have failed in finding the distance from the Earth to the Moon.

The ionosphere does reflect SOME frequencies, which is why ham radio operators can work the world on 40 meters.  I guess that begs the question: what frequency does prayer operate on?

No. The prayers bounce off the ionosphere like radar. It's frequency dependent and weather has an effect as well.
