This is written in Ranjana script (a script of Nepal Bhasa/Newari). Because Nepali language uses Devangari, many Newar people use Devanagari in Nepal Bhasa/Newari also. Both Ranjana and devanagari are decedents of Brahmi script.
It's rather reminiscent of Devanagari of India, though with some clear differences.
It actually says Happy New Year in Nepal Bhasa/Newari. As 4th November was New Year in Nepal Era. It is now 1134.
It would be nice if you translated this into English.
