I can fully imagine it costing more to park the cycle that way for a year than it is to buy a cycle! One thing about cyclist rights and accessibility. It should be near zero cost and near zero legal burden, since cyclists don't kill others, don't pollute, and cycling has its own health benefits.
If the costs of auto accidents is considered, a city would save money by subsidizing bike use, including secure parking.
