Fringe; Who is the Secretary?

Do you watch Fringe?  I watch it online so I'm a week behind everyone else. But in the episode "The man from the other side", The Secretary, the controller of the shape shifters, comes over to our side and Peter finds out he's from the other side. Who is the Secretay? I believe it's Peters real dad. What do you think?

I would concur, it seems like a valid assumption, think of it this way, why would he be pissed off at the other universe?
