Obedience! Submission! Calm! Order! Passive tenants! Rent money! Clean streets! No organized efforts by tenants!
DENY them all these things. Make noise! Organize! Actively challenge them! Withhold rent money! Put all the garbage in the streets! As many as possible move out of the city. Organize to move groups of people out!
