Sentient, that Boy Scout poster is a modern mock-up of a War Bonds drive poster from 1917.  Believe me, "Hitchens Watch" is not a reputable source!

Strangely enough, the source site, "Hitchens Watch", is still active.  They are watching a dead person.  Kind of like watching Jesus, maybe?  Except there really was a brilliant man named Christopher Hitchens.
