I looked at all the blue haired girls on animecharactersdatabase.com and couldn't find a close match. There aren't many toons with that kind of blue hair. The red tie w/o the sailor shoulder part didn't match anything at all. If I had to guess I would say it was some kind of generic MMD toon.

Jules, honestly the only anime I don't really get into is sports anime but as far as remaking western anime...I have some reservations about that and I'll give any of them a try before I decide if it was good or a total mess.
